Title VI
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color or national origin in any program or activity receiving federal financial assistance. In 2000, former President Bill Clinton issued Executive Order 13166. This Order interprets and enforces Title VI. According to Executive Order 13166, denying limited English proficient speakers access to federal programs because of their national origin discriminates against them and violates Title VI. In addition, the Order requires federal agencies and programs receiving federal financial assistance to take reasonable steps to insure that limited English proficient speakers have meaningful access to their programs and activities.
